The Tamworth Manifesto

According to Wikipedia, the principles that Peel laid down in his Tamworth Manifesto were:

Acceptance of the Reform Act (1832) as "a final and irrevocable settlement of a great constitutional question"
A promise that the Conservatives would undertake a "careful review of institutions, civil and ecclesiastical"
"the correction of proved abuses and the redress of real grievances", where there was a case for change
A review of church reform, in order to preserve the "true interests of the Established religion"
Basically, that the Conservatives would "reform to survive"
Despite the above, Peel opposed what he saw as unnecessary change, fearing "a perpetual vortex of agitation"
